If one of your other main concerns is the operator being able to run 3rd party or generic TeamViewer sessions then there is a way to prevent that as well with the host. If the host is actively running on a computer you cannot start another TeamViewer application with one already actively running.

IE if the host is running on the computer the operator cannot run an QuickSupport session from a 3rd party. They will receive an error stating they need to close their current TeamViewer application. Now if the host in enrolled as a managed device you can restrict closing the program with policies. So if the operator cannot close your managed host application then they cannot run any other TeamViewer sessions.

Then there is also no need for AppLocker. I would recommend maybe doing a POC with a computer to see how a managed host works and can be controlled with the policies. I don't believe Quick Support is a good fit for your desired outcomes. These scenarios have all been considered, which is why we're reaching out, to check if we are simply misconfiguring it or if it's really not possible.

You can apply policies at the group level or the device level. But with using TeamViewer policies that then makes the device a managed device. With a corporate account you get managed devices with that subscription. With the Tensor enterprise you get managed devices. You can also add on more managed device licenses as well.
